We know that some Kentuckians tried to start or complete their kynect applications before midnight on March 31st and experienced a problem. Starting today, Friday April 4th, those Kentuckians who were not able to complete their applications but were attempting to do so will be eligible for a special enrollment period. This special enrollment period will run from Friday April 4th until midnight Eastern Time on Friday April 11th. Plan selection must be completed by April 15th.
When the reason for Special Enrollment screen comes up, applicants should select the button “I attest that I tried to complete an application by March 31, 2014 and had problems.“ Then proceed with their application.
Furthermore, in all state-based, federal and partnership exchanges, individuals may also enroll outside of the open enrollment window if they have a qualifying life event. The consumer and the agent should contact each specific exchange directly for their qualifying life event procedures. For your reference, qualifying life events include marriage, having a baby, adopting a child, losing health coverage for a variety of reasons including aging off a parent’s plan, gaining citizenship, and leaving incarceration.
