A special enrollment period for those who owe the ObamaCare tax for 2014, or did not understand the enrollment process in 2015, will take place from March 15 to April 30, 2015. This special enrollment period offers another opportunity to avoid the 2015 fee. See below for General information, and information specific to agents selling in Kentucky, regarding this special enrollment period.
General Information:
-Open Enrollment officially ended February 15th, 2015, however, those who had trouble enrolling got a little extra time.
-The 2015 extra enrollment period starts March 15th, 2015 and ends April 30th, 2015.
-The extra enrollment period is meant to give those without coverage an opportunity to avoid the bulk of the fee for 2015.
-Those who don’t have a plan for 2015 yet will still owe the fee for months they don’t have coverage, or an exemption.
-The only time you can get cost assistance is during open enrollment (or during a special enrollment periods like the March to April extra enrollment period).
-Medicaid and CHIP are offered year round.
-Other ObamaCare extensions existed for 2014.
You may qualify for the extra enrollment period if:
-You aren’t currently enrolled in coverage through the Health Insurance Marketplace for 2015.
-You paid the fee with your 2014 federal income tax return, for not having health coverage in 2014, and
-You were confused or didn’t know about open enrollment dates for 2015 coverage, and need another opportunity to enroll in coverage for the remainder of 2015.

Agents Selling in Kentucky:
Anthem is offering the same SEP (March 2 through April 30, 2015) for Anthem Individual Health plans sold off-exchange.
To qualify for this SEP, either on-exchange (through Kynect) or off-exchange, consumers must not be currently enrolled in health care coverage for 2015; and attest that they either have an IRS penalty for 2014 or that they will have an IRS tax penalty for 2015 for not having health care coverage.
Below are details about the process for applying for this SEP, either on- or off-exchange:
Off-exchange applications:
Qualified applicants can apply either online or by submitting a paper application. For both types of applications, the applicant will be asked to provide a “Qualifying Event” or reason For online applications, they should choose “Other” and type in “tax penalty” in the free form box. For paper applications, they should choose “Other” and write “tax penalty” in the bank space.
On-exchange applications:
If you have Individual clients who might qualify for this SEP through Kynect, direct them to kynect.ky.gov or the Kynect call center at 1-855-459-6328
